Dr. Doretha O’Quinn, Board Chair
Dr. O’Quinn has over 40 years of service in private and public kindergarten through 12th-grade schools and universities in Southern California. She began in education as an elementary school teacher, working her way up to principal before transitioning into being a college professor. Her most recent role includes Provost and Vice President for Academic Affairs for Biola University. Prior to Biola University, she served as the Associate Dean for Point Loma Nazarene University. She has spoken in women’s conferences, taught government officials and NGO leaders, served on both the Board of Trustees and the Board of Director’s for different colleges and churches, and has been the national keynote speaker for multiple organizations.
Dr. Doretha O’Quinn was honored by the Los Angeles Women in NAACP (WIN) for her commitment and leadership displayed throughout her career as she mentored young students to achieve their goals. In addition, Dr. O’Quinn was the only African-American woman to hold the position of Provost at any Christian college or university throughout the US. On top of her work in administration, Dr. O’Quinn has also authored, “Silent Voices, Powerful Messages: The Historical Influence and Contribution of African-Americans to the Foursquare Gospel Movement” and contributed to the book, “Our Voices: Issues Facing Black Women in America and Alone in Marriage.” Dr. O’Quinn a Ph.D. in Intercultural Education and a M.A. in Education.

Marilyn Smith, Board Member
Ms. Smith has over 25 years of experience in internal audit and controls. In particular, she managed audits in operational, compliance and information technology fields. She has extensive experience working with organizations to ensure compliance with Sarbanes-Oxley Act and Statement of Standards for Attestation Engagements No. 18. Throughout her career, Ms. Smith served in various roles such as Senior Auditor, Internal Controls & Risk Manager, Internal Audit Assistant Manager and Manager, Internal Controls for various well-known companies throughout the country. Ms. Smith received her Bachelors of Arts degree with a concentration in Accounting from the University of Washington and a Master of Business Administration from Webster University.

Jae Chang, Board Member
Jae Chang is a multi-licensed general contractor and real estate broker specializing in all aspects of project acquisitions and real estate development phases. With more than twenty years of experience driving his career, Chang has bolstered a myriad of duties ranging from pre-construction licensed advisor to post-development sales liaison. His experience as a leading manager in a broad spectrum of industries has emboldened Chang to envision every situation from his own unique perspective and approaches it from a multifaceted standpoint. He is a proud father of two young boys, with another baby boy on the way. He often mentions that his wife June is what has kept him grounded throughout his career and that her support is a major component to his success.

Michael Gonzalez, Board Member
Michael Gonzalez is an attorney with more than 15 years of experience representing public and private clients in matters regarding administrative/regulatory law, land use and environmental law, construction law, contract negotiations and corporate transactions. In addition to his years of private legal practice, Mr. Gonzalez has also served in various levels of government, both as legislative staff and agency executive. He was also an elementary teacher at a local Los Angeles school. Mr. Gonzalez received his undergraduate degree in Public Administration from USC and his law degree from UC Berkeley’s Boalt Hall School of Law.
